Eclar plaster in the EU?

Hi all,

I learned about Eclar® plaster (steroid tape) through this sub, and then read up on it a lot, as well as watching youtube vids and reading papers on outcomes of using similar steroid tapes.

I ordered 4 packs (50 sheets each) of the Eclar plaster but the customs authorities have now withheld them and asked me to present an import licence, and other docs, to prove I have the right to bring these in from abroad.

My question is: has anyone within the EU managed to receive the plaster from Japan, without facing this hoopla? I'm trying to figure out if it's a region-wide issue, or just the authorities where I am who are being unhelpful.

I'm bummed to be out nearly $400 with nothing to show for it.
