Renter Rights

My landlord is choosing not to renew my lease (I’ve only been in this apartment for a year). He is not giving me reason and I’m worried it’s because he wants to raise rent higher than what is legal if I stay. From what I’ve been able to find it seems like this is completely legal, he can’t raise the rent that high for me, the current tenant, but to get around that he can just let my lease expire and raise the rent for the next person. Am I correct in the fact that this is completely legal? Rent control can be a great thing but it seems like there needs to be more protections in place to keep landlords from finding ways around it like this
